Rates, fees and charges assigned and collected and the terms, provisions and conditions to be effective respecting such rates for any service performed or provided by the District shall be fixed and established by the Board by separate ordinance or resolution.

Any violation of this Code of Ordinances shall be cause for the Board to apply such penalties as may be provided for by law or to take any other action which the Board deems appropriate, including the discontinuance of services.
